HIV Early Intervention Services

Argus Community’s HIV Early Intervention Services (EIS) provides free HIV testing, counseling, and referral services to individuals enrolled in programs certified by the Office of Addiction Services and Supports (OASAS). In doing so, Argus Community ensures OASAS program clients have continuous access to high quality HIV testing that are integrated into comprehensive substance abuse treatment services. Certified pre-test/post-test counselors conduct free on-site and off-site testing at numerous OASAS certified facilities across the five boroughs of New York City. Based in both the Bronx and Manhattan, the program provides testing and counseling to OASAS participants so they can learn their HIV serostatus, and refer those who test positive to an HIV medical care facility; those who test negative yet present as high-risk are given prevention education and referral to prevention services.

Argus Community is highly experienced at providing coordinated care for persons newly diagnosed with HIV, and has been providing HIV/AIDS prevention education and access to treatment since 1992. Trained employees provide access to and coordination with a wide-range of services that include: HIV prevention and clinical management, as well as prophylaxis services including Post Exposure Prophylaxis (PEP) and Pre-Exposure Prophylaxis (PrEP). Care is also coordinated via linkage agreements with community hospitals and local social service providers for individuals in need of primary care, dental and eye exams, mental health, and various levels of substance abuse services.

Eligibility Requirements

The target population of the EIS program is persons receiving OASAS-certified program services ages 13 and up. This population includes high risk adolescents and adults, women, intravenous drug users (IDU), the recently homeless, the recently incarcerated, persons dually diagnosed with mental illness and chemical addiction (MICA), MSM, transgender persons; and persons being transitioned into the community from residential drug treatment facilities and hospitals.
